On-topic: I guess there are multiple factors involved in this. Perhaps also the financial aspect should play a part combined with the language and nations-part. But I am uncertain how the financial aspect could be implemented really.

Right, I backspaced some lines and forgot to go into the financials...
I mean that maybe some sort of scouting budget should be allocated. Basically we now pay our scouts a wage and they travel around Ireland (in my case).
When they come back I send them out again, and again and again...
The guy will need to sleep somewhere I would guess and I would guess as well that he doesn't pay for hotels and restaurants out of his part-time wages.
If I would like my scout to go on an annual trip to Barbados to scout (I'm sure he wouldn't mind) I could imagine this would cost me almost my entire scouting-budget for example.
Same goes for domestic scouting. If I send my scout out for 4 trips instead of 40 I would spend less money so I could send him over to the mainland for example.
This would however mean a real change in how scouting works, I guess.

Wow, if that's true I should cut down on my scouting...
I tend to send them back out immediately. This would be a financial no-no when you're only allowed to scout your home-nation like me, I guess.

Scouting budget get's the :thup: from me. As long as the costs of scouting the Netherlands for a Scottish LL team for example are prohibitive, with a trip to N.I or poofland being expenive but do-able.

Thanks for posting this - there is a database field that I can amend to help reduce the propensity of N Irish clubs to sign English players, in the nations part of the db,and I will advise the N Ireland HR Mark to look at it. That should have the effect to reduce the instances you have described.
