I seem to remember the same thing happening in reverse in 07. After a few years, Conference N/S sides were all rammed to the gills with players from NI and the Republic, mostly released youths or bought 'n paid for youngsters. It's perhaps slightly more realistic that way round (league standards being what they are), but still a bit of an ask to get a player to swap countries for £50 a week.

Barside makes a valid point with regards to the scouting being done by, for example, FC Twente in (western) Germany.
I guess a lot of the smaller first division teams in The Netherlands in the southern province of Limburg scout in Belgium a lot. There seem to have been quite a lot of Belgians with those clubs over the past few years.
It seems the scouting system could use some sort of geographical cross-border revamp.

When this has been discussed before, I have always been of the opinion that we are a LONG way away from scouting via geographical area rather than by Nation/competition.
Having said that, with latitude and longitude already in the game and seemingly working well(ish), (evidence taken from the way that geographical split leagues such as Conference North/South repopulate annually when compared to FM07), maybe this might be used as a tool for scouting improvements.
A certain club at a certain level could have a certain distance within which they were able to scout, (possibly multiple nations). This distance would then be increased in line with reputation as happens currently.
The sooner this happens the better.
Chester, (just for example), being able to scout a player playing for Southampton but not able to scout a player who lives on the Welsh side of the stadium is just plain silly.
I've been told that the lat/long of each club is already in the game and even if it is only used for weather & geographical structured leagues at the moment, it would still indicate that the basis for a system such as this is already in existance and maybe not as far away as I have previously thought.

Phil makes a valid point regarding those specifics regarding "language-scouting". However, and I could be mistaken, the FC Twente example Barside used does seem to make sense. I do think they scout across borders. But they're not LL...
I guess there is work to be done and we can only hope that the scouting system is going to improve over the years.

And also, do I have to be able to speak Dutch to go and see that some snotty nose Dutch kid playing for a carp Dutch team in Dutchland is the next *insert name of useless eegit here*.
He's either carp or good irrespective of what language I can or cannot speak.
It might take me longer to do everything because of the language barrier but it shouldn't be a big obstacle.
The other answer is to emply a bilingual scout or at least a scout.
