There was another command in the later CM versions, but from what I remember, it was phased out.
Here is an example: Chairman had a financial management stat that is low. Said chairman in real life wouldn't be too happy about that, especially if it was untrue.
The ARSE command itself used to add events at the start of the game that you would encounter later on when the game was full of regens, such as pushing the ref and receiving a global ban. ARSE made the game more realistic from the start which made it part of LLM.
