The thing is Svalbard are part of Norway, not a colony. They have never claimed for recognition as a seperate country or such, so won't be considered by FIFA. It's like Newcastle or St. Pauli petitioning for an international team.
Zanzibar are a good example as they will never be able to have a FIFA/CAF recognised international team until the country is indipendant of Tanzania. It may well happen one day, but not today.
As far as disputed nations go, they will never, ever get membership to FIFA because it would count as recognition, which may substantially alter their situation politically.
Thus teams like Chechnya will not get FIFA membership or a game against recognised members of FIFA until the situation with Russia is resolved.
That's how Montenegro sailed into UEFA membership but Gibraltar have sat in limbo for years because of the trouble with Spain.
