You certainly can!

In your Football Manager program folder, look for a file called "data editor". Then go to File, Open, open up your database, and edit away! When you're done, go to File, and Save Database As... You have to give your database a new name, because you can't erase the original database.

Then, when you start a new game, a box will appear on the screen asking you which database you want to use. Pick your customised database, and you're done!

You can't create a brand new custom league, but you can edit an existing one (all that leagues rules will still be used however).

chas i dont know how to do this i think i found the data editor but it only says builds data editor and edit data which is empty

click on start, then programs and navigate to sports interactive. and in there should be something that says "Data Editor" click on it and your away.
