Cesar Delgado is an excellent signing BUT im pretty sure he doesnt get a work permit! He didn't when i signed him for Man Utd and i had to loan him out to Antwerp for 3 seasons
Its pot luck with Delgado tbh. Sometimes he gets a wp, sometimes he doesnt. If you're Reading, he'll probably be a first team player. So offer him a contract with "key player" status. That might work.
RB - Get Justin Hoyte from Arsenal. He's solid defensively and can play well as CB too. Get Marvin Angulo as well. He's a future prospect and is available extremely cheap at the start of the game. Price keeps going up every month literally!
CM - You can get Alex Song on loan. He's a pretty good player. Fran Merida too maybe, although he wont be ready for the league just yet. Abou Diaby is sometimes available on loan and he'll be excellent for you. You might want to try to buy him as he becomes a good CM. Can shoot, pass, tackle. Good player. Offload him when you get upto challenging for the title.
ST - Everybody seems to swear by Bogdan Stancu so might as well give him a go? Else, if you can wait till Jan, you can get Defoe for around 4M (he doesnt get games at Spurs usually). But Delgado is better than both of them. You can also try to get Bendtner off Arsenal on loan. He's brilliant.

IMO thats the worst thing you can do, judge 08 players on your 07 games. I also had a nightmare with him on 07, but he is AMAZING for my Arsenal side on 08!
yeh zarate is a beast but got too big for his boots with me, a swift fine soon sorted him out though. stancu is worth a buy for future cash but can't hit a barn door!!
