What determines how much of his PA a player reaches?
I tried an experiment with fm2007 where I bought a 18/19 yr old AMC with a PA of 196. I bought coaches and managed to get all facets of training at 5 stars. My training grounds are around 18/19 too. By 26 he still only had a CA of 142, despite probably getting close to his peak. Now I know I kept the default training schedule but I don't think this could account for such a big discrepancy, I didn't expect him to reach 196 but maybe 170-180 at least.
Anyway apart from the training schedule, coaches and PA is there another value or criteria that determines how much of his PA a player reaches?
Apologies if this question has been posted before, I couldn't find anything with search.

Like allready told, long terms injures reduce the CA in a massive fact, i know i got a 23yr old striker (get him with 18) with every stat 17 and above and after a broken leg and another long term injure he fall back to an average of 10 or 11.....
And what is more important, first team experiance and theirfore squad status, if give a 20yr old player a key role in your squad, u should give this in the contract too, boost most charackter types.

İ think, tutoring and first team football has a great affect
16-train him as best as you can
17-tutor him
18-give him a go in the cuyp matches
19-loan him elsewhere
20-put him in your team
something like that as far as i remember,i read that somewhere in the forum

07 was all too easy to make players reach their potential
Ive had Mark Davies slaving away for two seasons in my first team, plus a season on loan to kilmarnock prior to that, i have a great training schedule in place, but he has hardly improved.
It doesnt look like he will fulfill his potential, which is right. I think the step forward is giving much more players better potential, but making it harder for them to reach it, that would be more realistic.
