Even though it's a small amount of money i don't think theres any need to cheat.

Problem with bringing a smaller club is is that it will take time before the financial aspects even out. Small teams usually have smaller stadiums and maybe a long horrible sponsordeal. If they say they can't afford more transferbudget maybe it is as simple as that, they don't have the finances to do it. Sure you think you should get more cash, but most boards wouldn't want to put their balance in red because of it. You might even be looking at expensive stadiumexpansions and so on in the near future.

I'm only speculating here as I don't know the situation at your club right here right now. Also as said maybe they don't want to splash out lots of money on players if they expect to get thrown back down as the wageload from such a thing would quickly put the balance in red and the club in heavy debt. If you want to try and take your team further do so with the resources you got or move on. I would consider my board stupid if they risked the whole clubs future because I felt I earned more money to spend.
