As a general guideline i guess, but as with most things it's not a hard and fast rule.

Weigh up each offer on its merits, take into account stuff like relative positions in respective divisions and reputation of clubs etc.

(eg Paul Sturruck moved from plymouth, top of league 1, to southhampton, bottom half of premiership)

Personally, i'd only really consider jobs from the next division up. But this is where your game is "your game" and you do whatever you feel is right. Take your current position: you're with St Albans in Conference South, and you're fairly successful, but can't get out of the Division. If a team from the Conference came a-knockin', i'd have no qualms about you going (obviously). If you were at the top of Conference South and a team languishing at the bottom of League Two came along ... it would be pushing it but I personally wouldn't damn you if you felt it was realistic to make the jump (considering the two teams relative position to each other). However, if the team was any higher...

Yeah, but he was getting away from Plymouth, you have to take that into account.
