They're leagues at the same level. You need to finish in the top four.

If for example you finish 1st, you'll face a second, third and fourth placed team from the other D2B divisions in a group stage. You'll have to top that group to be promoted.

IIRC they can't be promoted. The 5th placed club takes their place in the playoffs.

Just to add to this, I'm currently playing in Spanish Div 2B and instead of the promotion group stage you got in previous versions of the game, this time if you finish in the top four you go to play off matches, 8 semi finals (home and away) and 4 finals (also home and away)- the four winners are promoted. It seems to have changed from cm03/04 in this respect.

With regards the B Teams, they can't play in the same division as their 'mother' club so if Alaves for example got relegated from Div 2, as happened in my game, Alaves B would be automatically relegated from Div 2B.

Exeter start managerless, they're bound to offer you their job (if your selected nationality is British, i believe). We've already had way too many threads about them.

About your question, it depends on how you found out he's out of contract (assuming you can't afford to buy him ). If your scout recommended him, he's fair play. If you got a news bit, scout him first (and/or trial him).
