Correct. The Conference North and Conference South divisions are regional leagues at the same level in the pyramid.

IRL there are plenty of levels below Conference N/S.... far too many to list all the way down to pub teams

There are 3 feeder leagues to the Conf N/S:
Unibond (North)
Southern (confusingly not south but the Midlands i.e Central)
Ryman (South)

If you click on world, national clubs, then England; FM shows you which clubs are in these 3 Premier Leagues. After a few seasons though, the geography goes completely haywire.

Southern League stretches from the Midlands down to the South West.
The Isthmian (sponsored by Ryman) covers London and the South East.
