Hypothetically yes, but realistically half of the teams in the Championship will never get there!
Also, a lot of teams miss out on promotion down the a*se end of the pyramid due to reasons such as their ground not being of a sufficient standard for the next level (ie no floodlights, not enclosed, etc), or simply that the club doesn't have the ambition to reach the next level, or that travelling costs will be too much, etc.

Thats also if the teams survive a couple of seasons without disbanding. My local non-non-non league team, Addlestone Town, who were in the Guilford and Woking Allaince premier, pulled out of the league.
