It means that the guy is good at penalties. It doesn't mean that he can withstand the pressure of showing his quality at penalties during a match though. It also doesn't mean that he is subject to fraud and intentionally shoots it into the sky, cheering.

But... that's exactly it. A penalty rating should be more than just a "finishing" rating or a "keeping your nerve" rating alone, it should be a combination of the above. And since finishing and composure are already available, i'm led to believe the "penalty" rating should be the combination of both, otherwise it wouldn't need to be there.
