As he has tried reinstalling the game it seems something is wrong either with the disc or with the section of the harddrive as it is affecting a new install too. Have you tried installing the patch, it is a longshot but might be worth trying. If you have access to another computer or got more than one partition on your harddrive I would suggest trying to install it elsewhere.

Anyway, back to the subject - have you installed a skin for the game? It could have a dodgy line in the XML (judging from the error message). Failing that, report it as a bug in the Bugs forum.
