I am currently in season 2012/13 and for this season and last, my transfer budget has been greater than the clubs bank balance.
This year it is 4x as much!!!
With Birmingham City I have managed to get Champions League football, and the board want me to challenge for the title which is why I am getting high transfer budget.
However I have just spent £16m (orignally was £22), but prior to this my bank balance was approx £6m - so I am now £10 million in the red.
In the confidence, the board are saying they are dis-satified with this and it needs sorting (or words to that effect).
But why are they giving me such a big transfer budget, which will obviously take us into the red???
At the end of each season we go back into the black, but during the season we are in a money loss situation.
Last season, when meida discussed my player after matches for example, it said that X player is not one of top earners but may still need to be off-loaded if financial situation worsens!!!
Should this be happening?
I know that I could just not spend the money to stop the club going into the red, bt why are the board allowing me to do this?

It Has happened to me aswell i am newcastle and into my 3rd season and my transfer budget was 40million but my bank balance was only 25million and the media said the same thing about my players aswell

I think the answer to your question was answered in your post...
If the club goes back into the black during the off-season, and the board know that it will, then surely, in order for them to allow you to fulfil their ambitions, they can give you a budget that will take you into the red, with the knowledge that the off-season will riase the balance into the black...

Since you can now move money from your wage budget it is easy to have a transfer budget that puts you well into the red. The wage budget is calculated based on the board's season-long financial projections (I assume) so moving a portion of that into transfer funds to spend immediately will send you into the red, but then the lower wage bill will allow you to haul the losses back unless the board are of the Peter Ridsdale persuasion
