It wasn't in FM 2007 either, at least not in the way it used to be - it only existed between parent and feeder clubs. I think it's the same for FM 2008.

Very useful function if you spotted a decent young player as then you could sort of guarentee buying him but give him another 2 or 3 years of first team football to develop. So by the time he was 20/21/22 he was a great signing.
Now we have feeder clubs theres not much need I guess, you can buy the player at 18 and loan him out much easier than in 05.

yeah, i have same question too.. sometimes first options very usefull if i want to buy a player, and i dont want the other club buy him, but i'm still watching his performance..
is first-option is prohibited in reality? if not, why this feature was disappeared?

I really liked this option, used to make first option deals when I wanted to spread my spending or protect scouted prospects. I used the first option all the time on youngsters aswell, especially when they were too young to get a work permit. Feeder clubs don't really do the same thing, as it is only their youngsters that are available to definately buy.
