I personally don't watch highlights to scout teams and players. I don't think it is realistic for the very lower league teams to have matches taped. This in my opinion is only carried out by the bigger clubs with more at stake. Lower league teams don't have a lot of money to throw around sending scouts here there and everywhere.
Yes, regarding scouting & transfers we are that hard nosed. we've discussed them to death - just trawl back through the forum and you'll find discussions on these topics somewhere.
Point 3 is reasonable, probably because it isn't questioning the ethics . As far as I can tell most folks will agree that if you've seen the guy play (by watching a few matches he's played in) then you've essentially scouted him yourself. Whether highlights are sufficient is a more grey area.
At the end of the day, it's your game, play it how you like. However, if you want to post about it in here, stick to the guidelines.
The no questioning LLM ethics is less about being hard nosed, and more about that these discussions have been done a million times before. At the end of the day, use your own judgement and "if you think you're cheating, you probably are". I'd add a caveat to that, which is if you find you're having to justify your decisions, it's probably not LLM. It's all about being realistic. Could you look up players from conference south teams on teletext, would they all be in a list nicely arranged, with positions and values laid out for you? Of course not. So no to the transfer screen.
Follow that type of thinking, and err on the side of being over-zealous when you're not sure, and you'll fit in fine.

Now you know, how is this done in real life? I mean, Newcastle United have been on the news today about their striker, *Useless leek-eating *******, and the comment is "hs isn't on the transfer list".
Is the transfer list a tangible thing? Is there really some list that managers can refer to? When clubs transfer/loan list someone, does that mean there is some database?
I certainly had been using player search for Transfer Listed and Players for Loan, in the unthinking assumption such a thing existed in real life.

The transfer screen isn't the Player and Staff Screen, it's the one that lists every player transferred, released and loaned over the past month, and is updated monthly.
Although using the Player and Staff (Famous, in your area...) and over-filtering is frowned upon, too
