I think that pretty much sums it up. YOU can do what YOU want, but I wouldn't expect the rules to change.
For what its worth - I'd change the scouting setup anyway - It'd be more normal for clubs to retain scouts in the regions or countries that they wanted to, rather than having them based at the club and sending them out. In this respect - I can't see any conference side retaining a scout from out of the country.
Think about the logistics - not only is there the scouting aspect and cost, but if the club wants to sign a player - who foots the cost of an international move? And how many clubs could genuinely fund a wage that would make it worthwhile? Unless you knew of a player who specifically wanted to move - the only cases in point I can think of here, though, are where the club manager knows an agent who recommends a player for a trial - and that feature is only in on a trial basis at present.
I know it gets cheaper all the time to go and get overseas talent, but its still beyond the majority of lower division clubs in my view - so I'd stick with SWYCT (found it a reasonably well balanced way of proceeding in the LLM game I started a while back).
Decide how you want to play, though - at the end of the day, its just a game and you should try to enjoy it.
