In FM, I use the job centre.
In CM I used to search for unemployed nationals in the league I was playing. General search for scout and then sorting. I tried to sign the ones with the best attributes for ability and potential plus reliablility.

Job centre is like cups- it sucks arse . Seriously, though, what stats are you looking at in the staff to determine reliablility?

It's not a great feature as it stands. I always get a bunch of Swedish applicants for the jobs I advertise. How a job at Lancaster/Gretna/Walsall gets to be seen by some obscure Swede LL coach/scout etc is a mystery.
I never sign them, needless to say; it's just not proper

You can sign anyone you want. Some of the more zealous LLaMas only sign people who speak the language of the league being played, but others always sign Scottish Asst. Managers regardless of where they are managing. No hard and fast guideline on this, just using your own common sense.
