Yes, lots of times. I'm currently playing a game on FM06 where I have TNS in the Group Stage of the UEFA Cup. We beat Levski Sofia 3-0 at home in our first group game, Deportivo 2-0 away in the second. Also beat Heerenveen 6-1 on aggregate in the first round of the tournament, and qualified for the UEFA by making it to the third qualifying round of the Champions League.
We're p[retty much out of our group now, looking pretty for the knockouts. Of the teams in Qualifying places, I reckon we can beat 85% of them easily.

| It actually can, it's just that things like financial rewards and TV coverage aren't flexible. For example, at TNS, players I release/sell from the resevres often end up at other Welsh league clubs. I've sld several of my old foreign players to other Welsh Clubs and the league is improving. For example, there are top managers at Rhyl and Cardiff Civil Service, Peter Crouch is now playing in the Welsh League, which meant I could sell a couple of my old strikers (Who I plucked from Premiership and Championship reserve teams (And Nathan Blake)) to my Welsh League Rivals.
So long as you always improve, other clubs within your nation will buy your cast-offs and improve their teams, making them equally competitive in Europe.

Still. With the price money being written in stone, reputation of the league (as good players hardly want to play for poor leagues no matter how good the team is) and tv revenue un-flexible it would be mad hard to improve the standard of a league and maintain that standard.
