Could anyone tell me how I might be able to play fm08 and still have the taskbar/start bar whatever you want to call it visible, if not where I might be able to find out how.

You need to play in windowed mode. If your computer directly suports it you can go into preferences/display/untick full screen. If not do a search for "windowed mode" and there are plenty of explanations how to play in windowed mode.

And if you simply want to "do 2 things at once" you can use alt+tab to select which screen to view.
