It looks a good starting point. The first thing that jumps out at me is the the main navigation bar. In image 2if6.gif the buttons really need to be the height of the bar they sit in, otherwise they just look like they have been stuck on.
The "FM2006" could also do with being moved to the right about 50px so it isn't positioned over the globe.

The starting page doesn't work for me as there is no way for anybody new to FM to know what the icons stand for, and could become very complicating.
