I would like to make Ireland produce talented players like South American Teams e.g Brazil, Argentina. Is there any way to do this using the editor.

Well, this is what I'm trying to achieve as well, though not with ireland. Nobody really seems to know the answer. Only SI, but they're not telling it .
Anyway, here's what you can do:
1. increase the reputation of the Irish clubs (and not just a little bit)
2. Max out your training facilities and youth setup to 20.
3. Give these clubs a huge balance, because these training facilities and youth setup are very expensive.
No matter what you edit, if you are not a major club, then your youth setyp is going to decrease very quickly down to 10. So download the realtime editor (FMM 2.1)and make sure you check back each year around june to put it back to 20.
4. Give yourself a huge stadium, otherwise the game doesn't accept the huge balance and will reset the balance upon game startup.
5. Edit the country (Ireland). Up the reputation.

That must allow you to create better regens.

If you really want to cheat you can also change the CA/PA of a player in realtime using FMM 2.1. But you'll have to change the stats as well, because simply changing the CA doesn't make the stats increase of itself.

Thank's for the advice, will try it but no realtime editor so won't be able to go back in during the game. downside of dial up cos would take a day to download. Will hope for the best.
