Right, I've just done exactly the steps set out above, with the venom.zip file from that website and it's working fine. Either you've inadvertantly done something wrong or there's something wrong with your version of the game.

You're not using a NoCD crack are you?

Actually, just tried it out myself with venom.zip from that very website. I opened the zip, selected the .tac file, chose "copy" and pasted it into the tactics folder in My Docs/SI/FM07.

The game found it immediately. Either, inadvertently, you haven't completed one of the steps properly or there's something wrong with your version of the game. I can't help you any further.
