It only works if the player actually wants to join you really. Although the opposite can be true as well.

If they aren't interesting in leaving, then the club accepting an offer for them can leave them feeling confused and unwanted, which unsettles them. After a few bids being accepted they usually get unsettled and decide that the club obviously want rid of them.

If they are interested in joining you but the team want too much, then they will usually release a statement saying they would relish the oppotunity to move to your club but want the situation sorted quickly. Then declaring interest may well do the job and get them unsettled at their current club.
