Imagine you're a player with Carshalton. You've trained three nights a week, played week in, week out in the Conference South (or North ), and finally the Club get promoted.
You're playing against pro-players in the Conference, the crowds are up, the Board are making money...are you content with your current deal or do you feel you deserve a slice of the pie for getting them there?
I do agree, though, that they get ideas above their station...and quicker than the scouts realise you've moved up a Division, too

I've heard the lowered attendances thing before, and it was explained as fans would rather see a Club performing near the top of a lower division than they would see them struggle in the division above, hence the drop-off.
Suppose it makes a little sense...
As for the wages, you're right. I think the problem is we offer shorter term contracts in the lower Leagues and everyone comes looking for wage hikes at the same time, as opposed to being staggered if we offer varying lengths.
It's a problem, it definitely needs tweaking. It must be a nightmare trying to get the balance right, programming wise, for players earning £m's in the EPL and a few shillings in the Conference South.
In answer to your original question, though. Yes, it's possible to play an LLM game in England in FM...but it ain't easy

Aye, its viable. Hmm..actually its easy really. You have:
1) Sod all for transfer funds
2) Increasing wage demands
3) An average of 100 fans watching your games
4) You are bleeding red ink
5) You wonder if your players can actually play
6) You have one lovely refree who LOVES giving out yellow cards...I've had my entire team booked even my goalie by every FM's manger favourite refree.
7) You have scouts who tell you "Mr. Manager, Robbie here is a great striker...Finishing 1, Heading 1, Pace 1, Creativity 0, Passing -1..." *manager smacks forehead*
8) You have an ASSistant manager who keeps telling you, "Dear Mr. Manager, you have sod all chance of avoiding relegation" every single year.
So, yeah its really easy.

You can bet your ass he has GREAT potential! Which is just what you need to get out of a sticky relegation fight, a player who will come good in about 5 seasons!!
