Though theoretically these 'non owned grounds' could be expanded. The Halton Stadium in Runcorn, is only 3 sided (ignoring a small bit of concrete terracing on one end) and is owned by the council. If Runcorn or indeed Widnes Vikings RLFU were to go big, surely the local council would allow an expansion (it is them who own Runcorn's ground) On a similar note, What if in the many football/rugby ground shares (Leigh, Runcorn, Wycombe, Wigan, Leicester(soon)) the ground was to be suddenly expanded because of Rugby success? Could this be coded into the game and allow ground expansion without success? or 'part fund the enlargement' (as i believe is happening in Leicester)

I had a savegame in Finland where I took an obscure club to moderate success in Europe, and even though we shared the ground with a local non-league club, the ground was still expanded from 1500 to 15000 after a few years. The non-league club then had financial troubles, presumably because of the maintenance they were paying for the bigger stadium.

In my experience (Basingstoke Town in 2015 now) stadium expansions now cost so much they're hardly cost effective - over a grand per seat!
