The scouting system has been giving me real headaches in my bid to play the game LLM style.
I think the main problem with scouts (even those with high judging ability and judging potential ratings) is that they ONLY tend to unearth players that have high(ish) potential/ability ratings. As I understand from other threads, high ability doesn't guarantee that the ability will be divided up appropriately amongst the attributes to make a player perform well (e.g. what use is a striker with good ability but finishing 1 and tackling 20?).
Sometimes a player with quite low potential/ability has a good combination of attributes for his position (usuallly good scores in the key attributes but poor in most others) sufficient to improve your squad - the scouts will never find such players.
The situation is FAR worse if you don't give your scouts any age parameters. They will only come back with players aged 24 and under and I reckon that these are judged against potential only, so most of these players are not very good at the time they are scouted.
As an LLM, what I'm really after are players who will have an impact NOW. Therefore potential isn't much use if I'm out of a job if the current campaign goes badly.
Let's use the example of a winger. I have a good idea as to what combination of technical, mental and physical stats I would like my winger to have to be an improvement to my team. However, whilst I can tell my scout to only look for wingers, I can't tell him what attributes I am looking for. He just goes off and finds a whole host of wingers who apparently have good potential/ability but insufficient attributes in the areas I am looking for.
I appreciate that I can filter the list of players that he comes up with, but this just wipes the list clean. In real life, if you told a scout to look for a player with certain skills, he would only come back to you when he had found such a player, not "Hi boss, here's a player who might meet your requirements in 5 years time" or "I know you asked me to find a creative midfielder, boss, but this midfielder has a great work rate".
This really does need to be sorted out sooner rather than later and ought to be a priority for SI. My mate always canes me on CM/FM because he ploughs through the player search himself. By doing that he will ALWAYS get to the better players first, but it would be nice if my scouts could find them eventually and I might beat him to a few signings. My suggestion would be as follows:
1/ include attributes as a condition of a scout assignment;
2/ the scout does NOT only find players who have good ability/potential;
3/ the scout finds fewer players but when he does they have the characteristics you have specified;
4/ bring back scout comments on hidden stats such as "player has good temperment" or "player is very consistent"; and
5/ the scouts' ratings determine how quickly it takes them to find the desired type of player.
