I'm running Vista, would it run faster with XP?
Also, it's not using CPU to its potential...only around 40%-55% is being used and around 50% when it comes to memory.

Vista is fine- needs a hefty system but theres nothing much wrong with it as a gaming platform, and the 64bit version is the securest version of windows yet.
It depends how fast you consider 'fast' to be. Some people may be content with the longer loading times that you get with all the leagues loaded, where as others, like myself, just prefer the game to move faster at the expense of extra detail.
Just experiment with the number of leagues until you find a number you feel comfortable with.
