I know how to load them from one country but how do you load players from all countries?

the same way! just keep selecting the countries!! afaik there isnt a quick way to do it, so it may take some time!

just in case.. i meant the option towards the bottom right when youre starting a new game that says "load all players from" or words to that effect... but as i said, you have to select each nation individually iirc

nope not at all. when you start a new game, at the bottom right, where the option about attribute masking is, theres one there that says "load all players from..." and thats what you can use, rather than making all the leagues playable... screenshot will follow when i find it...

There's probably a way to set this up via an edt file to save time in the future if you always want it.

But this'll be loading every player in the database; surely you'd need some kind of supercomputer for that? It's gotta take up some serious memory.
