I've not tried this out yet but I've heard good things about it and it is probably a good free alternative to Photoshop

Gimpshop is just a skin on top of Gimp which resembles Adobe Photoshop. You can use it for player pics, but you will have to meke batch script yourself because you can not use Photoshops's one. And without batch script it is very hard to make lots of player pics.
