Create your graphic name it bar1 (make sure it is coloured red, for the game to recolour it properaly) - name the left part bar1_left, middle bar1_middle and right bar1_right. Save it into the \graphics\interface\titlebar folder for your skin.
Open the header.xml file for your skin, scroll down to the line that says <!-- titlebar --> Then after the </widget> line copy in this code below:

Save the file.
Load up FM2007, go into the preferences screen turn off the skin cache if it is on and select your skin, and it should work.
It Works for me - The white faded bit in the top left hand corner.
