Default Understanding traning level graphs

In the Mark Vaughan's guide, it is said if the bar is at the highest point, it means that the player has reached his maximum limit in that category.

I translate that into: "If the training level in one category is maxed out, there's no need to go over that, that's a waste, let the player train more in another category."

But
1. How can I tell that a player's attribute is at the maximum from training already? Does the top dotted line equal 100%, if so then I have several players going well over 100% right now.

2. If you have a player training at 100% in a category, how do you ensure he always train at the optimum level, no more, no less?
