in LLM, can i buy players belonging to managed previous teams (in the same game, of course) or my new scouts must discover them again?

If you have had them in a previous team, then it is adjudged you know enough about them to make a judgement on signing them, as a real life manager would. So yes, you can sign them for your new club.
