Default Question and a suggestion for 2009...

Firstly, can you send scouts to watch your own players who are out on loan?

And my suggestion, which is more of a thing to make the game more user friendly, is that when you advertise for jobs and have a list of 10 applicants, would it be possible to have a scrolling arrow once you have clicked on one of the applicants, becuase it is extremely annoying going back and forth from the news screen to the next applicant.

Think so, don't see why not but i'm not sure though.
I agree it's annoying.

If you click on the player, in the menu at the bottom left there is an option which says something like "get match reports". You'll then have to specify which scout you want to give you the report.

(Apologies if it's not in the position described above as I'm writing this from memory)

Also be careful if you assign the same scout to several players (or indeed assign a scout who's also got other assignments) as you won't always get match reports back, because they can't physically be at all the games.
