I've been wondering whether or not it's possible to make a country like Georgia or Fiji into a super-power with time. I've noticed the likes of England, Italy, and Brazil consistently churn out future world class stars and I assume there's some formula behind this.
Does anybody know what changes need to be made to a 'nation' to increase the quality of new players it produces? As it is, I've set interest in the nation to the highest possible, and equipped the majority of its clubs with top class youth facilities. Any other suggestions? Would amuse me to have to take on Saint Martin or Cook Islands in a future World Cup.
Reputation of the nation, clubs and leagues are what is mainly needed to make good kids come through, but there is always a slight chance that a world beater could come out of even like North Korea or something.
If they do well in international tournaments. Like, say you pick Andorra, if you manage to get above your expectations by like winning a few, getting yourself off the bottom of the group in Euro/World Cup qualifiers. It takes blood ages, but it does happen.
