is it possible to train a poor quality player up for example a player from the conference to be a good sub for a championship or premiership side?

That would really depend on his Potential ability vs Current Ability, the availability of good coaches and training facilities.

I usually take small conference clubs all the way to the premiership, in that time, I've only had maybe 1 or 2 players who have played in every division. Sometimes its amazing that even they can perform so well given that their stats suggest something else.

I usually pay more attention to the average rating and not their stats to determine this.
