The best way i have found to make money in the lower leagues, is...

Arrange as many friendly (League) games as possible using teams from the higher leagues. You wont win these but they generate loads of money to your club. I played in no less than 6 leagues in the friendly time! in between this, you can host a one off match with teams lower than yours to keep morale good. just before the start of the season host a lower league with teams less competant than your to rebuild any morale and get a cup under their belt. give players lots of rest before the start of the season as this does take quite a bit out of them.

Forgot to mention,

This also works with your reserves and Under 18 sides. Be friendly! Invite teams to play against yours.

And dont under estimate the value of your reserve u18's in the season, they will still pull in good money for friendlies.
