I think This is the case for everyone, it's just about looking at your club and the applicants and thinking how realistic is it that scout a would join my club, and after you sign him where do you send him. I Always try to send my foreign scout to parts of the world (always SYB/SWYCT) that they understand.

Look. It is always up to you in the end. If you don't want to employ foreigners, you don't. Period. And not using Job Centre because it costs money is stupidity. Scouts also cost money. Will you decide not to use them? The way I look at JC is that you have to pay for the add in newspapers or wherever it is posted and then it is up to you to select candidates.
