Not sure where exactly you can find that option. Maybe I can check when I'm at home, if nobody else answers it until then.
As for what it does: basically it's like advertising for the job. Within a couple of days/weeks/months some people might (or might not) apply for the job - you'll get a piece of news when it happens. You can then just click on their names in the news, and if you're interested, negotiate a deal with them. Some of them even might be contracted to other clubs. |

| Got to the job centre (underneath the news in the main menu-tree), and in the bottom left of the screen there will be an option saying 'Place Advert'.
Click on it and then choose what job position you want to advertise. After a few weeks you will get a message saying 'There has been a *poor/good etc* response to your advert'.
You can then view the applicants and attempt to sign them if you so choose.

Before you do what Dodge says, go to your news screen and click the link "Jobs". You will notice a new option appears called Job Centre. Click on that. I don't have fm near me at the mo so I can't double check.

Playing with Huge database, 95% of the people who reply when I use the Job Centre are already contracted. Signing them means paying their club compensation which I can rarely afford to do.
I agree with Ian - just search for staff with a crap reputation and you'll be better off.

I'm in the "using the job centre" camp
In this case you don't have to pick the candidates (leaving the possibility open that you pick (slightly or more) unrealistic targets) but they pick you.
About the foreign staff thing. I notice in my Sweden save that quite a few foreigners are applying (Russian, Finnish & Slovenian for instance) but most of them are having Swedish as second nationality so perfectly valid to me.

I used the job centre. For the team I just relegated, I had a Maltese AssMan (once a famous Maltese international - Stop laughing  ). I thought it fitting for me to hire the same nationality as myself.
