I've seen this mentioned before, but people seem to try and find reasons/excuses for it, but I am certain now about this issue so going to let you know. again.
I am trying to sign a regen Guus Frankel. he has just turned 16. He is Dutch and I am a big Spanish club. I make a bid for him, club accepts, player says he wants £400 a week plus bonuses etc. I offer him that. He 'signs a new contract with Cambuur. I offer him Key Player and £100,000 a week, and he signs a new contract.
My scouts say he'd be very interested in joining me. I have praised him in the media; he as accepted my praise and said he'd love to join me. So why the hell does he never accept? It is actually impossible to sign certain players of this age.
I have had it MANY a time before. It is illogical and does not make sense. Please fix this in the patch! (when have they said that is coming out btw?)
... or if he's agreeable to the move, it could become a future transfer for the date of his 17th birthday, or the first transfer-window date following his 17th birthday ...
Keep him on your shortlist and wait until it comes up in the news that he's signed a pro contract. Bid for him and I guarantee 100% that he'll sign for you.

Shouldn't this not matter, as the club who the player has a pre-contract with has agreed to the possible transfer by letting your club negotiate with the player?
