Scotland has a league value of 14 if i remember that correctly, you will get around 500 reputation points for winning the CL but then have +500 points removed at the end of the season when your club reaches ~8.500 points because league reputation is low, so no you will never be top European club when based in Scotland or Sweden.
On the other hand Stoke can be the next Milan after winning premiership or CL a couple of times.
