Just extract the zip files to My Documents/Sports Interactive/Football Manager 2007. Then go to Options-->Preferences-->Display & Sound and untick 'Use Skin Cache' and tick 'Always Reload Skin On Confirm'. Then click 'Confirm' and it should work.
