Im sorry to say this but do you have a legal copy of the game? If you do you should get it by clicking sports interactive\football manager 2007\editor

From what I read, the WWSM version (at least the Digital Download version) doesn't come with the editor.

Just open the folder where you installed FM to. you'll find the editor there, not in the game itself.
