All these lower tier PA players are being rated as having a higher potenial positional rating than players with higher PAs. Is this a result of the Genie scout program or an inherent issue with the PA system?

Another question, if a player has a PA of 175, CA of 115, and a max rating of 20 in several stats, can he reach the max rating even if his PA isn't 200? I mean, what's the point of PA if players can max out their stats even if they aren't 200 PA?

If a player with CA115 has several maxed out stats, then the player will probably also have some very low stats in other areas. CA is more an average of some stats. (Not all stats are connected with CA/PA though.)

Also if a player has 20 for, let's say, finishing, it doesn't mean his finishing can no longer improve. While the game let's you view stats from 0 to 20. The game actually calculates stats from 0 to 100. So 20/20 for finishing would actually mean 100/100 for finishing. Using FMM you can change stats for every aspect and you can also keep track of their progression. You can see that a player that had 100 for finishing can have 105 a couple of weeks later. But the game will still let you view 20 and not 21.
