Is it worth having 2 sets of senior training? What I mean is because a player usually slows down his skills training at around 21-22 is it worth concerntrating on skills up to this age with a lower emphisis on fitness and then the oppisite for players over 22?

Yes it is...when they are younger you'd want training focused on physical strength and stamina, when they are between 23-28, you'd want them to have a more balanced training schedule which would also include technical skills. After the age of 28, you may want to consider reducing the physical side and focus on technical skills as well as teamwork.

You can also tailor-make sessions. For instance if you have a player with 16 for jumping skills and he is 18, you have a good targetman for the future or a great defender...you could create a special regime just for him so that you can develop the player. There are tonnes of permutations.

so to really get the best from your players do you need to taylor a separate schedule for each and every player

Well to get the BEST then yeah you do but i doubt many people has the time to do that so what most people do is by positions. (And that way you can use it every time as well instead of changing it as you get new players)
