I agree with ADZ on this. Assuming you are named to your dome league or current league as national manager, there's no reason why you shouldn't already know the top 50 domestic players and probably the top dozen or so U21s as well. Usually I find that most of these have made my shortlist over time anyway.

You also of course, would have been watching the side IRL, and so would be aware of who was being chosen by your predecessors, one would think. Beyond that, it's double duty for my scouts.
