You start a new game, select the club you want to manage.
Then is the hard bit, you now have to manage the team by scouting for new players, if you need them. You also have to determine which tactics to use and what training your players should be doing.
You also have to decide if you want new staff.
It is a good thing this, making all your own decisions, right or wrong.
All failures? It only took me 12 years (that's real life years not seasons) to finally win the Premier League on this damn game. And that was with Tottenham.

Hey, It once took me 12 game seasons to get my team from Swedish 2nd Div to 1st and then, the save got corrupted
With regards to the original question of 'Which players to bring in??' : Whichever your scouts find and you think are good enough!
I know the scouts sometimes seem pretty useless, but keep trying, soon enough something will happen. Yesterday my scout found a young player with fantastic stats, and he's only worth about 20k (some irish team have him). I'll be snapping him up soon. He's the first REAL hot prospect my scouts have found in 8 seasons.
