I have two scouts, both have JA and JP over 17. I keep sending them on scouting missions in their good country's and when they're finished they always report that they have "no high recommendations but some of the better players are..."

And these players usually have 4 stars at the most, which is not food enough.

What am I doing wrong?

Nothing particularly, just keep sending your scouts out, send them to different countries as well just constantly keep them on assignments they'll pick up good players eventually.

Incidentally what is their determination as I believe this has a factor in the number of players they find?
