I'm using the editor to create a new team and I've given them a massive new state of the art stadium (85000 all seater). They will be starting in the English Conference and (hopefully) working their way up the divisions.
Ideally I would like their attendances to reflect their growth and the division they are playing in, so if I set the attendance to 2000 and minimum attendance to 1000, what sort of attendances will they be getting in a few years when they reach the lofty heights of the premiership? Do these initial attendance settings scale with the reputation of the club?
There is a Maxuimum Attendance option in the editor. Set it to the maximum possible (200,000?) and you should be ok. Playing in the Conference with an 85,000-seater stadium will cost you a fortune in maintenance fees. I struggle with a 3500-seater stadium for my created club. You'll have to at least half fill it to make it work. You probably aren't going to get 40,000 bums on seats in the Conference mate.
I realise that the fees will be huge, but that's ok, I'm playing the part of a euro lottery winner starting his own club with £250 million to invest :-)
What I'm hoping is that I'll get 2 to 5 thousand turning up to the conference games, then gradually increasing as we climb up the divisions. I hope I don't end up with 12,000 average in the premiership :-(
You can also set the average gate on the editor too but that would be making it too easy. Also bear in mind the size of the town you're in and hardcore fans percentage. I don't know quite how they work but they sound like they should have an effect on your scenario.

Size of town and hardcore fans aren't currently used in the game. They were planning to impliment it(hence why they're there) for FM2005, but it was buggy so they removed the code but left the space for it so it would be there already if they found a way to impliment it later on.
